Best audit report ever for HCM

EVEN though the Hibiscus Coast Municipality did not get a clean audit report, the municipality is still pleased with its audit outcome.

There was just one issue that prevented HCM from getting a clean audit – the Capital Commitment which had to be readjusted in the annual financial statement.

At a council meeting on Tuesday this week,  Auditor-General, Lungile Mnqayi, said the municipality had shown great improvement. And unlike in previous years, HCM’s Dash Board report showed that there were no matters which needed urgent attention.

Ms Mqayi also mentioned that HCM mayor Cynthia Mqwebu had achieved 55 percent of the commitments made in 2013/2014. Some 33 percent were still in progress and only 12 percent had not been addressed.

“To achieve a clean audit the accounting officer and chief financial officer should implement monitoring controls to ensure proper implementation over financial and performance reporting,” said the Auditor-General.

She added that the accounting officer and management should monitor and manage the compliance checklist to ensure that the municipality complied with the relevant legislation.

The A-G also advised that managers should continue to monitor the compliance checklist to ensure that legislation that governs the performance management process is continually complied with.

“Inasmuch as we were not satisfied that a clean audit was not achieved, we are however, encouraged by the fact that it is the best audit report we have obtained since the inception of this municipality,” said mayor Mqwebu.

“We would like to assure HCM residents that the municipality is still committed to achieving a clean audit,” she concluded.
