Max Mbili stays on as Ray Nkonyeni MM

Max Mbili has been re-appointed as Ray Nkonyeni's municipal manager.

NEWLY re-appointed Ray Nkonyeni municipal manager Max Mbili said he had even bigger plans in mind for the South Coast.

Mr Mbili had his position confirmed at a council meeting on Tuesday this week, bringing the lengthy and intensive process of finding a suitably qualified, motivated, assertive and results-driven candidate to an end.

For the next five years he will run RNM, albeit at a salary lower than his previous earnings after being told by Cooperative Governance and Traditional Affairs MEC Nomusa Dube-Ncube that this was in line with the ‘upper limits’ regulation.

Mr Mbili told the Herald that he was honored by council’s decision to re-appoint him, saying, “I’ve always wanted to serve the municipality with diligence and go beyond the call of duty for my own communities.”

He added that when he took over as municipal manager at the former Hibiscus Coast Municipality, his aim was to ‘reposition the municipality to speed up service delivery’.

To achieve this, Mr Mbili said he was guided by the following principles, which he will carry forward to his new tenure:

* Discipline – “This is a weapon for all managers. If you don’t enforce discipline, there will be chaos.”

* Productivity – “We have to maximise productivity in order to speed up service delivery.”

* Create centres of excellence – “Our departments compete against each other. This motivates everyone to work well and their performance is reviewed during the service delivery and budget implementation plan workshops.”

His future plans, he said, include ‘achieving and maintaining a clean audit’.

According to RNM mayor Cynthia Mqwebu, the experienced and energetic Mr Mbili brings with him a wealth of expertise as a seasoned administrator and public sector activist.

Mr Mbili joined HCM in 2012 as community services head and assumed the role of accounting officer a year later.

Both HCM and RNM achieved the following during his tenure:

* Clean audits

* Introduced the airline route between Margate and Cape Town Airport stimulating economic growth in the region.

* Received the Clean Administration Award

* Won the Greenest Municipality award in KZN

* Won a prize for best accredited level 1 municipality in KZN for both 2014 and 2015 and was the national winner in 2015.

Despite some strike action by members of the South African Municipal Workers Union, Mr Mbili has proved able to liaise well with business people and ratepayers.
